the topic of processes have always been a sensitive one in my experience. Employees are trained to develop an "anti"-process attitude, probably because of those experiences you mention here.
In my experience re-visiting existing team processes every 6-12 months is valuable to find what is working and what isn't.
The practice of retrospective - that solicits input from all parties (team members and leaders) - does a good job in on that front.
